INTRODUCTION
On behalf of the US State Department Biosecurity Engagement Program (DOS/BEP), Chemical Security Program (DOS/CSP), and Sandia National Laboratories Global Chemical and Biological Security Program (SNL/GCBS), we are honored to have the opportunity to facilitate this virtual engagement that will engage participants on assessment and mitigation of human vulnerabilities and insider threat in biological and chemical facilities. This course is designed for participants with knowledge and understanding of key concepts of chemical and biological security best practices and is intended for individuals that have biological/chemical security responsibilities within Ministries of Health (MOH), Defense (MOD), Agriculture (MOA), Interior (MOI), and Industry & Trade (MOIT). For this effort, SNL/GCBS will collaborate with subject matter experts AMBIT Advisory to lead a series of virtual training and mentorship engagements focused on insider threat in facilities associated with biological and chemical materials that could be used for nefarious purposes.
OBJECTIVES
This engagement is designed to provide Jordan’s ministry and industry partners with skillsets in in conducting risk assessments, reducing human vulnerability, and mitigating insider threats. Important objectives include:
- Raise awareness of the global, regional, and national insider threats
- Raise awareness of the insider threat and the role that a strong security culture plays in reducing it
- Highlight the challenges faced by policy makers & institution leadership related to human vulnerability
- Identify stakeholders who can improve the security culture within their home institution
- Identify national structures that could promote insider threat mitigation strategies
ENGAGEMENT PLAN
During Phase I of this engagement, SNL/GCBS and Ambit Advisory will host a series of virtual training sessions that will be conducted in 3-4-hour blocks and will cover foundational concepts in in risk assessment, human vulnerability, and insider threat mitigation. During Phase II, Ambit and SNL will host several mentorship sessions that focus on developing procedures and practical interventions measures to mitigate insider threats. Courses/engagements will cover the following topics:
Phase I: Didactic Sessions (SEP 2022):
- Course Introduction
- Overview of biological and chemical security risk assessment
- Biological and Chemical security mitigation
- Human and Cultural Factors related to insider threat
- Introduction to Human Reliability programs
- Regional case studies in insider threat
Phase II: Mentorship Sessions (OCT-DEC 2022):
- Needs assessments for selected organization and facilities
- Pre-mortem: Identification of obstacles for implementation of insider threat mitigation programs
- Development of practical interventions measures to mitigate insider threats
- Scenario planning of unintended consequences
