Securing Dual-Use Chemicals in Iraq through Improved Transport Security

Overview

On behalf of the United States Department of State, Chemical Security Program (CSP) and U.S. Defense Threat Reduction Agency Chemical Security and Elimination Program (DTRA CSE), Sandia National Laboratories (SNL) will convene a 3-day in-person workshop to facilitate an exchange with chemical stakeholders to identify and secure dual-use chemicals transported through the country.

The objectives of the workshop are to introduce a methodology to assess transportation security risk, identify risk reduction strategies, and enhance national coordination on chemical transport. Although international organizations highlight the need for secure transport of hazardous chemicals, there is limited guidance on how to identify, characterize, and mitigate transportation security risks.  During the workshop, participants will engage in hands-on activities to identify and prioritize hazardous chemicals, characterize their security risks, and formulate appropriate mitigation strategies for their secure transport.

Intended Audience:

This workshop is designed to engage stakeholders from chemical industry, government agencies with oversight responsibilities of chemical transport and logistics companies in Iraq. Participants should actively work within the chemical supply chain including manufacturers, distributors, transport companies or regulatory agencies. High-Level Agenda

A notional agenda is outlined below; a detailed agenda will be sent to participants prior to the workshop. Participants should be prepared to work in groups collaboratively and share perspectives related to chemical transport security; there will be several discussions and activities that will require full participation.
